Water System Compliance Assessment Protocol
To assist the Army in assessing the current treatment capabilities and future carrying capacity, operational and physical condition of the water treatment systems worldwide, RASco developed protocols which provide easy-to-follow procedures and standardized and objective criteria for assessing environmental compliance of these systems. As part of this effort, RASco conducted a literature review to identify and evaluate existing Army infrastructure databases and other DoD and non-DoD water system protocols for their applicability to Army installations and prepared a report summarizing the findings. Each protocol represents a set of evaluation procedures to assess the compliance condition in three major areas: current and future treatment capabilities; operation and maintenance status; and, the equipment physical condition. Each protocol includes evaluation and rating criteria for each unit process and a numerical rating scheme designed to assist the Army in prioritizing the infrastructure systems for compliance readiness and in developing funding strategies. RASco engineers tested each protocol at selected installations to determine ease of use and comprehensiveness, and also develop water infrastructure databases that contain the most current infrastructure condition coding data. Subsequently, RASco conducted training courses for Department of Defense personnel on the use of the protocol to assess their installations’ system.
